ACC100 LDPC hardware acceleration

LDPC encode and decode now offload to Intel ACC100 cards via DPDK BBDEV. Measured on a 100 MHz n78 TDD cell: 2.1× faster LDPC decode, 3.6× tighter tails, and −38 % upper-PHY uplink CPU. Configuration-driven, with unified metrics across software and hardware paths.
